In determining the rate in the dollar the Shire had to estimate the effect of a general revaluation on GRV rated properties in order to preserve the rate yield for the Shire. The rates in the dollar shown above should ensure that on average each rating category should have no increase in their rates payable compared to 2017/18. The rates in the dollar shown above may change on receiving actual revaluation data from Landgate for GRV rated properties. The rate in the dollar may also change as part of the Council’s deliberations of any submissions received. All normal statutory entitlements in relation to rates for pensioner and other concession holders will apply.
The Strategic Rating Policy which is used to determine the GRV (Gross Rental Value) and UV (Unimproved Value) differential rates and minimum payments uses the following principles:
- Equity
- Incentive
- Administrative Efficiency
- Compliance
- Sustainability
